By introducing a series of special policies to encourage the development of fields such as software development, big data applications, and artificial intelligence research and development, we aim to promote the high-end and intelligent development of the information technology industry. For example, the construction of Jinan as a software city not only enhances the city's reputation in the field of software research and development, but also attracts a large number of related talents and enterprises to gather. In the high-end equipment industry, relying on local advantageous enterprises such as Jinan Heavy Industry, Jinan strengthens industry university research cooperation, focuses on key directions such as intelligent manufacturing equipment and new energy equipment, and continuously improves the technological level and core competitiveness of equipment manufacturing. Through a series of measures, Jinan has gradually emerged in the field of high-end equipment manufacturing and become an important force in the national industrial map. ​

顶层设计高度重视产业间的融合创新。济南积极探索制造业与服务业的深度融合，鼓励传统制造业企业向 “制造 + 服务” 转型。部分机械制造企业在顶层引导下，不仅专注于产品生产，还延伸产业链，提供设备维护、远程监控、系统解决方案等增值服务，实现了从单纯制造向综合服务提供商的转变。同时，济南大力推动数字经济与实体经济融合，实施 “工赋泉城” 行动，借助工业互联网平台、“星火・链网” 超级节点（济南）等数字化基础设施，助力传统产业数字化转型。以纺织服装产业为例，通过引入数字化设计、智能化生产设备以及线上营销渠道，该产业大幅提升了生产效率与市场竞争力，实现了传统产业在数字时代的焕新发展。
